Corrections Campus Master Plan

Recent legislation changes in concert with national trends, redefined how the County’s Justice System will be doing business in the future. The significant challenge of this project was to quantify the impact of these changes and define a twenty-year Master Plan for the Sheriff, Jail, Community Corrections and Juvenile Justice Center, as well as both Adult and Juvenile Probation. The study was completed in 4 Steps:

Step 1: Pre-Project

established the administrative aspects of the project and obtained necessary information and data to complete the project.

Step 2: Strategic Planning

focused on developing analytics, space and system evaluations and projection modeling.

Step 3: Staff & Architectural Space Programming

defined the ten- and twenty-year staff, space, and parking needs.

Step 4: Master Planning

explored master plan options in a workshop forum with the users and stakeholders, established the project budget for each option, and defined implementation scenarios and anticipated schedules. This project was completed in 2.5 months with a definition of a Master Plan of approximately 500,000 square feet of facilities, 62 acres, 1,266 parking spaces, 1,200 total beds, and a staff of 798. Currently, the project is anticipated to be implemented in six phases with a total project budget of $140 million.
