Sheriff’s Office & Correction Center

Tipton County started their Jail project with a traditional Design-Bid-Build approach utilizing an architect and construction manager-as-agent. After a redesign and two bids significantly over budget, the County restarted the project using a Progressive Design-Build Delivery Process with the PSI | Securitecture team.

A one-day Programming & Design Charette reconciled the program, budget, design concept, and site utilization issues. To expedite the project, all stakeholders on the design team met weekly during the Integrated Design Process, which allowed for completion of all design/construction documents in 4-1/2 months. A single, elevated control room allows observation and monitoring of all dayrooms, cell fronts, classroom and recreation areas, as well as viewing the Intake and booking counter that is only 32 feet away! A pre-engineered steel structure and prefabricated steel modular cells reduced construction costs and time, enabling the 35,788 s.f. facility to be constructed in only 12 months.

As Indiana’s first Progress Design-Build jail project, the completed facility has 80 beds in 28 2-man cells with 8 dayrooms having full sight and sound separation between all classifications. The 32-bed capacity intake facility has its booking counter and intake area fully observable by the elevated central control room. The Correction Center contains Indiana’s first dedicated mental health cell block in a small jail, and the project achieved or exceeded all programmatic requirements at the initial published budget.
